It’s hard to believe, but there are still four states—Texas, Iowa, Indiana, and North Dakota*—where fentanyl test strips are illegal. That’s insane when you consider how widespread fentanyl is. Overdrive’s whole mission is to save lives, so we’re fighting to change these outdated laws and make sure people have the tools to protect themselves.

These states are stuck with drug laws from the '70s and '80s, where anything used to test drugs is lumped in with bongs and pipes. Treating fentanyl test strips as drug paraphernalia is wild when they could literally save lives during a fentanyl epidemic.

While other states have caught on and legalized test strips, these four are dragging their feet.

We’re turning up the heat—driving trucks with huge digital billboards through these states, forcing the public and lawmakers to face the issue head-on. It’s all about keeping harm reduction in the spotlight and making sure change happens.

*Illinois is also moving toward passing their legislation.

The Texas House voted overwhelmingly in April to decriminalize fentanyl testing strips, but the Senate declined to take action, so fentanyl test strips are still on Texas’ list of drug paraphernalia, with possession chargeable as a Class C misdemeanor punishable by a fine of up to $500.
